August 2017: Government commissions Dame Judith Hackitt to lead an Independent Review of Building Regulations and Fire Safety.
December 2017: Interim Hackitt Report published, highlighting a "broken system".
Concerns that its not a truely independant body by many.
Consultation on “Building a Safer Future” outlines how BSR will operate.
2020: Draft Legislation
Introduces the Accountable Person, Dutyholders, and the Golden Thread concept. Proposes new BSR within the HSE to oversee high-risk buildings and building safety.
2022: Final Report and Bill Passed.
Legal framework for BSR, Gateways, Golden Thread, Building Safety Charge, and Leaseholder protections.BSR formally established within the HSE.
2023: BSR Starts Operational Role.
April 2023: Deadline for registration of high-rise residential buildings (HRRBs) with BSR.July 2023: BSR begins enforcement role and takes over oversight of building safety professionals.
Calls from industry bodies for BSR to be made an independent body, separate from HSE or Government ministries.
Increasing criticism over BSR delays, complexity, and its ability to enforce accountability. January 2025: Government announces Andy Roe (former London Fire Commissioner) as non-executive Chair of a new board overseeing BSR within the Ministry of Housing. Concerns raised that the BSR may lose independence and become more politically controlled. Ongoing delays and concerns about the regulator’s capacity, resourcing, and industry readiness. Discussions intensify about reforming BSR into a fully independent regulator, akin to the FCA or Ofsted.
